The Holy Roman Empire have the power of Dominion.

Although shorn of its lands in Lotharingia (Burgundy) and France, the Holy Roman Empire, still holds sway with its wide dominion over much of western Europe, and much of Italy. While it has held out against its most notable European rivals - the Byzantines (who being heirs of the Roman Empire, laugh at its self-declared name), the Moors and the Norse, its existence as a unified polity is being called into question. Despite its awesome size and geographic reach, the Empire's existence is far from assured: newer powers - the Hungarians, Serbs and Poles - threaten its southeastern marches, while the empire continues to suffer from great dissension amongst its nobles continue to gnaw away at whatever authority the Emperor has.

Nevertheless, the realms of the Empire are self-sufficient and proud, and the Holy Roman Empire prides itself on having some of the stoutest buildings in Christendom, and their armies are often very well led, being dominated by Landsknechts in the late game.
